While EU policymakers push forward with their vision of a single European railway area, one area of intense debate in the freight sector is track access charges (TACs), and how infrastructure managers and rail operators can work together to ensure a more transparent and fair system. Few are best placed to examine this issue than track charges expert Justina Hudenko. She is Chair of LatRailNet, the allocation and charging subsidiary body of national infrastructure manager Latvian Railway.
